Duplicate tickets upon sync from CWA

In most scenarios, when our AcceloSync plugin syncs a ticket from CWA to Accelo 2 tickets are created. It appears to be when the ticket in CWA has an owner on it.
Ticket 1 in Accelo shows an owner.
Ticket 2 in Accelo shows unassigned.

If we create a ticket in Labtech and leave it unassigned (no owner) we get one ticket in Accelo.

Is someone able to help me with this?
