I still think part of the issue is that it may not be staggering the chocolatey framework installs or the package installs as intended. The issue with the applications being unable to upgrade due to too many requests is also still an issue. Thanks, however, there is still an issue with randomly launching the chocolatey installer so all the installs don't launch and all fail at the same time. Can you check to see if the script is published fully or possibly renamed? It auto deleted itself from our server unless it's no longer called "Habitat App Manage Maintenance" or something similar.
