Found it.
There is a check box in the Location's Info / Default tab "Do not install 3rd party software updates via Habitat"

Application Manager - Exclude Location
There are some locations that we do NOT want any updates running on. How can we exclude those locations, since Habitat Applications Manager is enabled at the client level?

So, in using the RPC to attempt to fix stalled agents, I keep getting "There is no domain admin in the passwords for client xxx"
