I did a quick review of this plugin and see its was last updated some time in 2014-2015. Looks like there are several prereqs required to get the plugin functional. The code is a bit dated so I am going to refresh this plugin today to 1.0.6 that fixes and simplyfies the install to just installing ...

Here is the link to 1.0.5, update your plugin, restart the DBagent and close and reopen Control center. Lets see if that resolves your issues.

That function disabled/ enabled all updates for agent , not a given application. It use to control the same function as auto update in EDF performs.
