Patch Remedy Won't launch

I have been trying to run PR and it won't launch. Have the newest version. Followed Plugin troubleshooting

If you resently installed PR or new console you might be seeing a missing charts.dll file needed by plugin. in some consoles you do not get the 12.7 version of Devexpress which is used for dot.net3.5 support of the devexpress charts.
to fix see if the console lugs actually show that PR can not load chart.dll by looking at local tech consoles C:\ProgramData\LabTech Client\Logs\LTerror.log
Is error is there then goto viewtopic.php?f=55&t=5518 to see how to fix.
Else please add more information on how to duplicate issue and what you done so fare as for install. Add any screenshots you can.
