Patch Remedy - Your Permissions currently do not allow you to view or use plugin

We are using LT 10.5 patch 10, with Patch Remedy plugin version 1.0.3.34. Non-Admin users are getting the following when trying to open Patch Remedy : "Your Permissions currently do not allow you to view or use plugin"

I have verified that the Patch Remedy check box is checked under the plugins tab on their permissions. PR works fine for admins so I'm confident that this is a permissions issue. The setup guide has nothing about what permissions are required outside of the general plug-in check box to access it.

All non super admins must add the Patch Remedy user class to the users permissions.
