Exclusion Order of Precedence?

Hello,

I apologize first off if this is a really obvious question, but I'm doing a test roll out before we make this live. I only want to have Chocolatey update one machine at this time. To that End, have added my applications, and they are NOT set to Auto Enable.
I have verified on the Agent Level, that they are set to "exclude ON".
At the Client Level, they are set to "Exclude ON".
At the specific Agent I want to test with, I set the application to "Exclude OFF"

My question is, with the Applications set at the Client Level to "Exclude ON" will that prevent the agent from installing application, the one that has the application set to "Exclude Off"?

Basically this seemed to be the most efficient way for me to do this testing on just my one agent.

I would exclude all clients in global manager, go to one system and include it manually at Computer console, then go back to global and verify that client XXX (where machine is is now unchecked) so client looks to be included but really only one system is.
