Plugin Not Showing in Plugin Manager

I removed and reinstalled the plugin to try and resolve an issue probably shouldn't have). After I reinstalled it, it would show up twice under Tools. I have since removed it and it's missing from Plugin Manager but still shows up under tools. Any ideas on how to fix before I try to install it again?
