A couple of things to understand with Chocolatey. Chocolatey is a repository of software packages. For chocolatey to function as designed you must let chocolatey know that a package belongs to a given software. Did you try the executable?
In that post there is the zip to download the dll directly and a zip to run installer. The installer adds a few items to PATH and environment so that the dlls are seen.

I wonder if passing "--use-system-powershell" along with package name would resolve your issue? Are you able to try this on an agent that has issue? So in your package approval area type in "package name --use-system-powershell" instead of package name by its self. Then have it a...
