Any ideas on this? For what it is worth, I have looked over all similar posts about this and either they don't apply or they were left unresolved.

A little background:
I am able to manually run upgrades for Windows 10.
I have cleared the patch remedy tables from the database and let it rebuild itself, then set everything back up.
I also removed the plugin and installed the latest from scratch.
To test functionality, I am testing upgrades on ...
